I used this service for over a year in Moscow Russia and just about always got the maximum 3mbit/s data transfer, it is possible to get up to 5mbit/s if you have a really good connection. Setup took a little over 2 days, mainly down to the time differences between Russia and the USA and the fact they needed to setup a US address for me, but once setup I had no issues with their service at all.
